CSS - Ignoring Padding Causes Unexpected White Space to Appear

I am encountering a simple error, and the following address will direct you to where the issue can be seen.

Why is certain parts of the header appearing white instead of the light shade of green it is set to be? It should be positioned right at the top underneath the topmenu with a 60px margin-top on #menu pushing it down into its correct position, creating an entirely green area.

This desired effect is not occurring, and I am struggling to comprehend why. Even after removing the margin-top, the div was only pushed up, leaving me unsure how to place the menu in its intended position (it's worth noting that the menu with login etc, is correctly placed but there seems to be this mysterious white gap causing the problem).

The gap you're seeing is a result of the margin-top applied to #menu.

To create space at the top of your #wrapper, simply apply a top margin.

When you use position: fixed, it places your element in a fixed position on the screen. This causes other elements to disregard its presence, allowing the fixed element to overlap everything else. Essentially, the fixed element is no longer restricted by the layout of surrounding elements, and any elements following the fixed box will not be constrained by its bounding box.

There is a CSS property set on the content_background element where padding-top is defined as 10px. Simply delete that and everything will be back to normal.
