I am trying to pass this language as a parameter (without PHP) in a URL within an "a" tag, like so:

Unfortunately, this method is not working as intended.

The URL in your code is enclosed within a string, meaning it will display the literal text "lan" instead of the value of your variable.
To dynamically update the URL with JavaScript, assign an ID to your anchor link first:
<a id="bar" href="http://bookingsite.example.com/SearchResults">
Then, use the following JavaScript code:
document.getElementById('bar').setAttribute('href', 'http://bookingsite.example.com/SearchResults?lang=' + lan);
If my interpretation is correct, you simply need to utilize document.write in order to display the link and include the variable as the language parameter.
