When attempting to create a Type ORM migration file using the
typeorm migration:generate InitialSetup -d ormconfig.tsError: Unable to open file: "C:\_work\template-db\ormconfig.ts". Cannot use import statement outside a module

The contents of my ormconfig.ts file are as follows:

What might be causing this issue, and how can it be resolved?
Note:
I am specifically looking to generate a migration file with the typeorm migration:generate command rather than using typeorm migration:create.
