User agreement required for HTML5 geolocation custom notifications

Currently implementing HTML5 geolocation on my mobile website. I am exploring the possibility of displaying a custom notification instead of the default web browser notification to request user consent for sharing their location. This custom notification would be triggered by clicking a button, similar to when installing a new application on a mobile device and agreeing to terms and conditions.

Unfortunately, the answer is negative. This feature can only be established by the browser itself, not by developers. If it were left up to developers, there could be potential misuse such as unauthorized camera access.
