What is the best method for transforming a base64 encoded string into a base64 formatted PDF string?

Could someone please help me with a problem I'm facing?

I am utilizing an AngularJS .pdf viewer that displays documents in a modal using base64. Everything works smoothly when the base64 is generated from a .pdf file.

The backend (Java) generates this base64 using the

Base64.getEncoder().encodeToString()
function.

Is there a way to encode a different type of file (.jpeg, .png, .docx) into a base64 representation of that file in .pdf format? This encoding can be done in JavaScript or Java.

If my question is unclear, please feel free to correct me!

Each file format is determined by its source (e.g., PDF, PNG, JPEG) and cannot be viewed in a PDF viewer unless converted to PDF.
