What are the steps to resolving an issue with importing a css file in next.js?

After examining the emoji css, it appears to contain a mix of content from data:image and inline-loaded svgs.

I experimented with various loaders, but couldn't get the right combination; it seems like incorporating resolve-url-loader in a specific order might be the solution.

An alternate approach could be linking it through next/head and calling it done for the day.

I believe the emoji icons on this site are in svg format. You may need to use an svg loader in order to address any issues related to them.

The next-images package provides support for various image formats such as jpg, jpeg, svg, png, ico, webp, and gif.

Disclaimer: I have not yet tested this functionality with quill.
